Script to import data to MySQL

I need a script that can import data to MySQL and be fast. I have an excel file with a static structure and i need it to be imported in MYSQL database. I want a script that is fast (over a million rows) and has some user interface, maybe a PHP script that can run on server....or other options... (Budget: $30 - $250 USD, Jobs: Database Administration, HTML, JavaScript, MySQL, PHP)
