Convert / Optimize a PHP code loop to update a database, in Python or similar console language by NovacomExperts

I have a PHP loop that takes too long to update my database. The code works as it is but times out, even when settting like 20 minutes timeout in php.ini I am asking for a resulting python (maybe?) script... (Budget: $30 - $250 CAD, Jobs: Laravel, MySQL, PHP, Python, Software Architecture)
